The bill helps the state grow the quantum economy and attract and retain businesses built on quantum information science, an area expected to evolve into a trillion-dollar-plus industry.

On October 3, California Governor
Gavin Newsom visited UC Berkeley’s Campbell Hall to sign Assembly Bill 940, establishing a statewide strategy to grow California’s quantum technology economy. During the visit, Newsom toured several of Berkeley’s leading quantum research labs, including that of BSAC Co-Director Alp Sipahigil, whose work bridges physics and engineering to develop the next generation of quantum computers and workforce training. The event underscored UC Berkeley’s pivotal role in advancing quantum innovation and shaping the emerging trillion-dollar “Quantum California” initiative.
